Aside from the practical issue that the Fed Gov. has never "fixed" anything, there's the little issue of where in the hell does the Federal Government get the authority to get involved in education in the first places?

Les? Education is primarily funded locally. Property taxes, you know. There's a lot of state aid, of course, but what state, exactly, funds 90-95% of public education?
