I also am not a lawyer, so I'm just speaking from a "logical" point of view here. My take on the arbitration issue would be that Rock could either agree to go to arbitration (if they feel it will be fair, and they will be able to get a "fair" settlement, they would likely do so).... or, they could refust arbitration and instead take the government to court. The only reason for them to take the court route would be if they felt the arbitration would not be fair. I think a court might frown on them for taking the case to court if a "fair" offer of arbitration was offering to them.

Like you, I also think that the arbitration route is most likely.

Do you think that the announcement of a settlement or arbitration is going to be "soon"? I know nothing is written in stone, but I'm curious how long you think we might have to wait.

... of course nobody should hold you to that guess as you are just an individual investor like the rest of us....
