No, if he wanted to say irrational exuberance, he would have said it. He clearly expressed a SMALL amount of concern over equity prices, but he didn't put any real conviction behind that. He said at least three times that it is not the Feds business to care about stock prices.

Since the stock market is currently going nuts in a speculative frenzy, the fact that he keeps repeating "the stock market is not our concern" is his way of tacity condoning it.

Just like the internut analysts always say "These stocks are very hard to value" instead of saying they are overvalued.
