Im going from memory on this but the rods are to keep the ground froze under their buildings etc. They use the same thing to keep the ground around power poles froze. In perma frost country if you set something up you want to keep the ground froze or things start to shift and sink. I forget what chemical they put in them but they act much like the coil in a refrigerator.

Fix,

It is actually to keep it cold (they pump liquid nitrogen down) so that the ground doesn't cave in or collapse.
