Thanks for the suggestions on foreign debt; if I follow your strategy would you employ these for some portion of the 90%, or would these be in the cap. appr.?

I know nothing about closed end funds. I do know that the Templeton Russian Fund is now using an "imputed value" to calculate the supposed value (????) of their Russian holdings. Aside, from the cash, most of the rest appears to be worth next to nil.

I think this is a travesty. It sure brought the Templeton name down a peg or two in my mind.
