Two problems with your Zenit idea: 1. Availability at any price of insurance?? 2. A loss of another 12 sat's would be disastrous to the service start date, whereas, IMO, we could tolerate a loss of 4-8. So we can tolerate one (maybe two) Soyuz or Delta failures, but not a fully loaded Zenit. Maybe try launching a Zenit with only four birds? The replacement time for lost sat's is probably close to 24 months. The whole situation is incredibly frustrating and one only a bureaucrat could understand. We'll fly T6 out of Baikonur in two weeks; we can launch G* on a Zenit, but not a Soyuz, from the same launch site on the same trajectory. This has nothing to do with "Technolgy Safeguards" and everything to do with bureaucratic chest thumping. Sometimes I think the USG, which already practically destroyed the US commercial launch vehicle business, is now singlemindedly intent on destroying the commercial spacecraft industry. How that will help national security is beyond me.
