This is how Williams got into the telecom business too. Also, RCN teamed up with Boston Edison to use their fiber network to deliver services, so it's not unheard of. The part about allowing users to watch streaming media at 30 FPS is a little hard to believe. I don't think that Enron will be laying fiber to the neighborhood. So that fiber backbone is really only going to help people who already have access to a high-speed Internet connection (cable modem, xDSL, etc.).
