I have not followed the development of SDI. But I have read estimates in the past that have asserted we could achieve a 90-95 % ballistic missile interception rate interception rate with existing technology. I define Strategic Defense as the ability to kill incoming ballistic missiles at a high rate.

Clinton had also proposed an anti-terrorist ballistic missile system along the lines of a mini-SDI a couple years ago. SDI was basically nothing more than a bargaining chip with the Soviets in the START talks. They were under the impression that it was doable. It isn't doable unless we spend 50% of our GDP on defense as the US did in WW II. In any event, implementing such a system would likely violate previous ABM agreements with the Soviets (which no longer exist).
