My understanding is that JENE is Insignia's implementation of Java for embedded systems (plus perhaps some tools). See:

It may be a good implementation, but it's not the only one.

BTW, I don't think Java itself has been around for ten years yet, so claims that JENE has been 10 years in the making are a stretch.
