The phallacy of your argument is that the benefits are progressively scaled. It's rate of increase reduces dramatically in proportion to what you pay into the system. While, on the other hand, people who aren't likely to use Medicaid pay the FICA HI for all of their income. It is not capped by income level.

Progressively higher tax rates tend to favor those living in low cost of living states.
