I think the way it will work is that your ISP will pick a DSL carrier and that's who you'll use.

I'm not sure what AT&T's position is. Remember that they are trying to merge w/TCI and one of the proposals in front of the FCC is to force the merged unit to rent their cable lines to those who want to use them. Such a requirement, says AT&T, would jeopardize the merger. Are they blowing smoke? You decide. I don't know what AT&T's position is on the topic of forcing the RBOC's to offer DSL to competitors. I have collected a lot of articles at this site, you might want to fish through them and see if you can turn anything up.
