I hate those posts also. But I have been through such projects in the past; and from very first hand experience I know how HARD it can be to do maintenance on years old and badly maintained systems.

It is a bit like a 'Hydra': for an error that you have solved, 3 new ones (e.g. unforseen side effects) may well pop up.

Note that the chart described does appear in the NERC Year
2000 Contingency Planning Guide found at
ftp://ftp.nerc.com/pub/sys/all_updl/docs/y2k/contingency.pdf on page 11.
This Guide is dated October 23, 1998, but the posting date
to this URL is early this month. I have seen a guide like this,
but it was the NRC guide, and that this is new to me. It has a
great table in it setting forth all the risk factors, their
probability and their impact, all summarized on that
chart. It is an interesting document.Snyder
