The controversy was indicative ...
It was indicative that all sorts of irrelevant minor charges were used to try and deny Clinton the choices he wanted in his government. It is similar to the current refusal of the Senate to consider any appointments for judges. The Radicals want to disrupt the government and then accuse Clinton of being ineffectual.

Many people who hired nannies ... This type of offense would normally be handled as a fine. I don't advocate ignoring these things, just put them in perspective (illegal aliens in minimum wage jobs was and is common, at least in Texas).
