He means the models are designed to trade the market "On the Close".

If one is "Out of the market" then it is in Cash, doing nothing, waiting for a signal to go Long or Short.

Whatever it is, if Bob says his models are going Long/Short/Out tomorrow he means as of the Close for record keeping purposes.

Pat did a great job of explaining it. Pat said it, but I would like to expand that I download EOD data at night. I can choose any time in the future to predict. I could choose the opening of the next day or any time in the future. Pat and I both choose the close of the next day. I like it because I have a lot of time to plan going short, long or out of the market near the close of the next day. Our models show the signals that the model would have given in the past. That is how we choose which model to use. Hopefully it will preform well in the future.
