I think you hit the nail right on the head:

We all know that the costly chip to make, however I think as Ken keeps saying "we are planning to leverage our Intel IP to regain the #1 position leader". Watch how often he uses the word "leverage" with "Intel" in his press releases and speeches. I think he may be giving a clue. That lead me to believe that it may be Intel IP rather than CHPS IP that may increase design advantages and performance and at the same time use a proven manufacturing process, increase performance, lower production cost.
