This is a great post, which speaks right to the issue,

Government Money
A misconception I frequently encounter, particularly among Ballard
investors, is seeing the existing high market capitalization as a limiting
factor in the future profitability of a company. This would be true under
conventional circumstances. However Ballard, other industries involved
in the implementation of fuel cells and other renewable energy
systems, and their customers will inevitably receive a remarkable
infusion of government subsidies to create a new market based on
renewable systems. This state of affairs is presently evolving globally.
Government managers, regardless of political affiliation, will find they
have less and less room to maneuver but in the direction of renewable
subsidies as the first world recognizes the threat of the emerging third
world to its energy supply. Possessed of great technological
resources and knowledge, the first world will move toward the most
profitable, reasonable and elegant solutions. These solutions will be
clearly superior to the options available to the third world as its rapid
growth matures, and as economies of scale reduce the cost of entry
into these new renewable technologies, the thrid world will
subsequently become a market in which the first world will recapture
the cost of its initial investment many times over. This is sound
business practice at the level of nations and we are all going to profit
by this.
