Sure, this has been going on for years. I met a childish 12 year old victim held prisoner in a Bangkok whore house. Nothing to be done. Before AIDs, 747 loands of men flew into Thailand and Philippines every day still many do and pay much extra for virgin boys and girls. At the same time, I am delighted that children hold no physical attraction for me. It isn't just by chance, but the result of self-instruction (censorship and monitoring in thought-self leadership). The idea of having sex with kids is highly valence negative to me. But most men, I believe, like junior misses at least to contemplate. I sympathize with pedophiles. I believe most of them could be identified and reprogrammed very early in their careers (by operant conditioning and desensitization). Some coercion and bribery would be required to get them into treatment. I am certain that punishment does not work. It has been demonstrated that most (nearly all) pedophiles were victimized by sexual child abuse when they were kids. Of course, many kids have been assaulted without turning into abusers. I have heard criminologists argue that a lock-them-up-and throw-away-the-key policy will overfill the prisons, and the simplest thing would be to imprison those victims who are likely in time will become pedophiles (i.e. boys) themselves (bad methodology). I was an expert witness in a case in which the State was sued because a brother and sister were repeatedly raped by pedophiles negligently allowed to live in the separate children's foster homes. The girl (19) had already collected a judgment of $300,000 or so from the State and had stolen from her (partly by her abusive mother). The boy (16) was obsessed by guns, violent, was held in a private mental hospital that cost the state $600,000 a year. Their attorney was demanding $600,000 damages each. After being retained, I discussed the issue with the Deputy Atty Gen and said the least that I could testify to for these two ruined lives, was $2.5 million each, but thought that $6-12 million each was more reasonable. He decided that I would not present evidence to the court. I was, of course, forbidden by what is quaintly called "legal ethics" to notify their inexperienced attorney of my views. If I had filed them, instead of discussing them with the DAG, they would have been furnished to the plaintiff. Live and learn. I do 30 cases a so for them a year -- and I would never be hired again if I stuck them with a bill for $24 million. The governor already hates me because I called him a murderer in an OpEd piece four years ago in another case. People are so touchy! Everyone knew that any award would be stolen from them or frittered away. There is no advance way to protect the assets of incompetents until they have been declared incompetents. Their next friends and attorneys would control the funds until the courts intervened, i.e. never. They order things much better (from a minimize government policy point of view), I've heard, in Brazil, where gangs of cops kill street kids by the gross.
