Troy....I'm not sure if your question has been totally answered regarding bii and it possibly being listed on the Nasd re:classified then as foriegn content.
Where a company trades does not determine its status as foreign. Bid.com is a Canadian Company currently. Should all the shares begin to trade on another exchange would not alter this.

Only when the Company decides to become a foriegn company in a foreign jurisdication that this will affect your foreign eligibility requirements.
And as another person has posted, the amount of foreign exposure you have in your RRSP is calculated using your 'cost base' not the market value of the particular security.
