The payroll tax was increased to pay the elderly who underfunded their SS fund and for which the Democratic Congress voted repeated inflated increases in benefits. Besides, the progressivity in payouts from SS makes SS the best deal for low income workers among the income levels. The benefits calculation grow progressively less the more you pay into the system. Someone who pays twice as much into the program will not get anywhere near twice the level of benefits and gets progressively worse returns.
