Maybe because Paul doesn't really know. Samsung has 600 MHz 21264 for sale today:

See the 21264-600CN at the bottom of the page. Now granted,
they may be having problems binning these suckers out and so
you won't see a high yield at 600 MHz. Cost will be a big clue.
However, they will be going to .25 micron VERY soon and you will
see a much higher yield. 800 MHz will then be the design center
and 600 MHz will be cheap as candy (well almost). At least
the Register says cheaper comin' soon:

"The 800MHz processors are, however, likely to fall to below $250 when the .25 micron processor ramps up later this year, although the source said that price was by no means certain because the suppliers "charge what the market will bear".

They had to start in .35 but will *quickly* shift to .25 and by
year-end or early next year introduce .18 micron copper. This
will be a very exciting and fast ramp.

The workstation (XP1000) is a single
processor workstation... yet Samsung sells dual-processor boards
and dcginc.com is offering a box today with 2 processors.

There is a lot of dynamics going on and the marketing has only
begun. I expect to see these prices decline dramatically before
year-end. We shall see.
