It would seem high capacitance in transistors other than used in DRAM would be undesirable, as it would result in lower potential switching speeds for any given voltage.

I think we're straying from the SVG topic here!

The capacitors in DRAM are used to store the charge, they aren't part of the circuit per se. Plus, the capacitance per unit area is increasing, but the overall capacitance is not (because the cell area is decreasing). The goal is to store sufficient charge, not to increase the capacitance in the circuit.
