This is a bit of a misunderstanding - you can trade by calling E*Trade and talking to a broker, but you can't place your order online. It's frustrating, but it's not as if you can't place a trade the same way you would have a year or two ago.

I doubt you will ever see an internet site that never goes down. Even with redundant systems, glitches happen. That's why it's important to have back up procedures, which E*Trade does, and I was able to find in less than 5 minutes.
