<< I do understand the frustration of not being able to trade.>> This is a bit of a misunderstanding - you can trade by calling ETrade and talking to a broker, but you can't place your order online. It's frustrating, but it's not as if you can't place a trade the same way you would have a year or two ago. I doubt you will ever see an internet site that never goes down. Even with redundant systems, glitches happen. That's why it's important to have back up procedures, which ETrade does, and I was able to find in less than 5 minutes.
