What securities law do you think is being violated? The SEC regulates the public companies as regards their reporting of operating results and the sale of their stocks to the public, but I don't think they have anything to do with the brokers themselves. The BBB maybe, but not the SEC. You might even be able to complain to NASDAQ or the other exchanges.
