Citizens. Make sure all are guilty. Those who have killed with no good reason, dope dealers, rapists, multiple robbers. Take the 100,000 worst and sell them to neighborhoods along with a rope and a ladder. At a specified time on a specified day, hang every one of them. 100,000 swinging in the breeze would give many pause before trying crime.
