Bell Canada group may bid on more Brazil phone cos

BRASILIA, Feb 4 (Reuters) - A consortium including Bell Canada International Inc. (Toronto:BI.TO - news) and WLL International said Thursday it could boost its investments in Brazil, bidding on one or both of the country's remaining telephone concessions in April.

''We are going to analyze the possibility of competing for one or both of the areas in the next few weeks,'' said WLL International's David Leonard.

The consortium known as Cambra, which also includes Qualcomm Inc.'s (Nasdaq:QCOM - news) Qualcomm do Brasil and Brazilian industrial group Vicunha, bought a concession in January to develop a telephone network that will compete with Tele Norte Leste .

Brazil also sold a concession to develop a long-distance carrier last month. On April 23 it plans to sell concessions to develop ''mirror'' fixed-line companies to compete with Telesp Participacoes and with Tele Centro Sul in Brazil's south.

The sale of the remaining two concessions was postponed until March 11 when they failed to attract bidders. On Wednesday, Anatel telecom watchdog agency said it would delay the sale another six weeks until April 23 at the request of potential bidders.

Anatel said three groups, including the Cambra partners, are interested in bidding on the two remaining licenses.

Cambra delivered 24 million reais ($13.3 million) to the Ministry of Communications Thursday to pay for part of its first purchase in January. Members also reiterated they plan to invest $1 billion to develop the network over the next couple of years.

mike - there's no way I can win a debate on this board. If I respond to individual comments, it takes about four posts for people to start demanding that I stop posting here. If I post at Nokia board, I'm "vanishing". I got 16 responses yeaterday; there is no way to respond to all of them and not be accused of spamming.

As you well know, Qualcomm is not offering the new phone yet. They are not even saying which quarter it will start to ship in, which is standard practice in this industry. When you look at how badly the recent Q-phone was delayed, it's not unreasonable to suspect that the new model may not ship in volume before fall. The volume shipments are the key here - when a company can meet the demand for its products. Some see it as a positive that Qualcomm handsets have been capacity-constrained for a year. I'm not sure it's a source of pride.

Qualcomm will be offering a week's stand-by time approximately 16-18 months after Nokia introduced the feature. It's a solid achievement, but it does not excatly place the company on the cutting edge. By next summer, the competitive situation in this industry is different than it is now. That's why it's hard to work up enthusiasm about products that are pre-announced without firm launch schedules. You can look at Qualcomm's past record and say: "OK, but *this time* they won't face delays". Or you can assume that they will be the same company they were last year. One of these approaches is based on faith, one on evaluation of facts.

I still haven't heard how W-CDMA can be a concept based on cdma2000, since it has been undr development for well over half a decade.

Exactly and that provides a useful, albeit somewhat wobbly, mirror into their world. Extremely useful to the extent we think he is actually in their loop to some degree. I'm finding him more and more interesting as we approach endgame.
