A: I don't believe for a minute that LBJ was buying off Industry with the war, however ill- conceived. He was determined that we would not suffer a major loss to the Communists on his watch, after the commitment had already been made in previous administrations.

B: The pursuit of free- trade agreements is, in my mind, one of the things the Clinton administration has done right. It is not a sop to Industry, which divides over protectionism, but follows the mainstream of economic thought, both on the right and left. The people who primarily benefit from free trade are American consumers.
