The fact that Waterhouse, Datek and others do it doesn't mean it's right. More likely means they are under-staffed and don't monitor sufficiently or they don't care. I've been at places like that too.

She can't use a credit from the sale to trade with because buying power is only calculated at the end of the day--not intraday when the sale was made. Her buying power for the day is set by the close the day before. Her buying power for tomorrow will be set at the end of the day today.
