NO, if you download the gifs/jpg's at home.earthlink.net (go to the Mutual fund section) you will see that it call or reentry around Oct 12th, as its based on a retracement indicator - that means the market has to reestablish an uptrend before it enters ( and similarly has to firmly establish a downtrend to exit). That is the problem with any mechanical system, and also why I use two other confirming indicators to decide on actual moves. Waiting to Oct 12 instead of Oct 8 makes about a 4% difference forsay the Vanguard S&P 500 Index fund. Waiting one day (until Oct 9th - which is what I actually did) makes only a 2% difference. The issue is really risk and profit potential. On a major drop, if the fund historically rebounds even for 5%, its worth the 1% redemption fee. The question is always, "So, is it done dropping?"
