Strategic Marketing Agreement

MANASSAS, Va.--(BUSINESS WIRE)--Feb. 9, 1999--PACEL Corp. (NASD OTC
BB:PLRP), a pioneer and leader in interactive 3-Dimensional document applications market, and SENTEL Corporation, a leading integrator of wearable system solutions, announced that the two companies have signed an agreement whereby PACEL Corp. will join SENTEL in the integration and support of SENTEL's ''EPIC'' software program with PACEL's ''Visual Writer System'' to provide a complete electronic document creation and management program for LAN's, WAN's and remote access.

Under the agreement, PACEL Corp. will perform the Systems Integration, and SENTEL as a Solutions Provider will offer the combined product through its national accounts, distributors, VARs, and customers.

SENTEL's significant experience in electromagnetics, wireless technology coupled with PACEL Corp.'s application software development capabilities will produce a final product that will set the standard for mobile computing. SENTEL's work with wearable technology has been highlighted in Wired, Federal Computer Week and Speech Technology magazines.

Wearable system customers include NASA, Lockheed-Martin, the U.S. Army, Raytheon and the U.S. Navy. Sm@rt Reseller magazine recently applauded what ''SENTEL did right'' with its customers in a major article on a U.S. Customs Service project.
