I know very little (ok, next to nothing) about marketing but my understanding is that portraying what a company does is not the only criterion of a good ad. The Budweiser lizards sure don't give the viewer an idea about what Budweiser does either. A lot of ads assume the viewer already knows what the company sells.

My guess is that the ad targeted the small part of the audience that already knows what Siebel Systems sells. I don't have the slightest idea if that's a good marketing strategy or use of dollars.
