Don't get me wrong I don't think the Cable companies should have to open the pipes they paid to lay in the ground. But "service" is more than just the speed of the pipes it is the number of services and options you can access with those pipes. i also can't imagine that T would be forced to open without some form of compensation. Money that could be used to improve the infrastructure. So having other providers could add to the kind of service you are refering to as well.
