NEW YORK--(BUSINESS WIRE)--Feb. 10, 1999--Royal KPN NV, the
Netherlands' leading phone company, and Delta Three, a subsidiary of
RSL Communications, Ltd. (Nasdaq:RSLCF), announced that KPN has
joined the Delta Three Internet Telephony network and will begin an
extensive market pilot to distribute Voice over the Internet services
in the Netherlands today.

The alliance will initially distribute Voice on the Internet
Calling cards, which will use Delta Three's Internet Telephony Network
to transport calls throughout the world. 5,000 pre-paid calling cards
will be distributed through post offices in the first phase of the
promotion. The calling cards are available in denominations of 25
Guilders and will target among others, ethnic markets in Rotterdam.

KPN joins Iceland Telecom and Norway's Telenor Nextel as a member
of Delta Three's Network Partnership Program. The program combines
Delta Three's worldwide Internet Telephony services and Ericsson's
technology in a turnkey gateway solution that allows major telcos
around the world to distribute IP Telephony services to customers via
traditional channels.

As one of the premier members of the Delta Three Network
Partnership Program, KPN will install Ericsson's Internet Protocol
Telephony Solution and connect to the Delta Three Global Internet
Telephony network. According to Telegeography, KPN is the 13th largest
telecommunications carrier worldwide in terms of outgoing minutes and
the 6th largest carrier in Europe according to the same criteria.

"With Delta Three and Ericsson, setting up an Internet Telephony
service is easy," said Doke Pelleboer, KPN's manager for Internet
Telephony. "They enabled, through good cooperation, our quick time to
market in the prepaid Internet Telephony cards business."

"Delta Three is extremely pleased to enter the Dutch Market with
KPN, one of the most prominent telecoms companies in Europe," said
Elie Wurtman, Chief Executive Officer of Delta Three. "Distribution of
Delta Three services by KPN is another vote of confidence for Delta
Three and for the entire Voice over Internet Protocol industry. For
KPN, the cards offer a way to corner the increasingly competitive
prepaid cards market in the Netherlands."
