Well that is a good point. It was stated elsewhere in the article that Cuba was throwing in a few million dollars of cement along with committing to the second house factory. I associated the two insofar as thinking the context meant they were providing some raw materials for starting operation of the plants. But they may only really be complementary, i.e. for the roads that go to these houses or even for use in their paving of their extension of the Southern Highway. I suspect that further reports will clarify this issue. But thanks for pointing that out.
