He and the Democrats are in a Catch-22. Clinton wants to establish new programs that will be his legacy programs, new entitlements. The Democrats want to stall legislation and try to run on their "activism" versus the Republicans. They used this same strategy in 1992 when they were in the majority.

What most of those who hounded the President did not realize what that the initial coverup, as such, was for Hillary's benefit and not a legal obstruction. His initial comments on the subject were of a nature that he knew would deceive Hillary. It was not his best move, but it was understandable.
