Comsumption taxes sound good to me but they are only fair if you tax everything consumed. I dont want to get too caught up in "fairness" - because Im convinced thats what complicates the tax code. But for example I feel housing must be taxed in order to fairly tax the wealthy as well as the lower classes. This is because the wealthy and the lower classes eat the same amount of food, go to the same movies and for the most part buy the same goods and services with a few exceptions (which are significant): housing, cars, leisure. Cars are easy to apply a vat tax to. Housing and leisure are not... housing is a problem because in the expensive areas you could be looking at 250K+ in taxes for an average house and that is going to destroy the real estate market in NY and Ca... some compromise needs to be addressed. In the case of leisure these products are bought overseas so theres just nothing you can do.
