OK, guess I'll just have to respond to myself.

Now let's see - what's so non-standard with CELP compression being used over land-line based communications circuits? Looks to me like AT&T has been doing it for some time now and over trunk lines no less: att.com

A passing fancy? I somehow don't think so. This is the way to do it over POTS.
