I don't know anything though about the Texas Railroad Commission. Had it established quotes for ME countries also? Was it an affiliate of CIA in the Middle East responsible for the "stability" of the region? Was it actually one who approved all those incredible manuals of population control and of dissentients' torture? - those captured by Iranians, you know. It was a truly incredible commission then: their manuals of torturing of women were amazing.. I understand, these their manuals are still a great asset of our SA allies.
