If the repurchased shares are shown as a line item in the cash balance sheet, that means they are not retired, and if that is the case, the company should not be able to show a decline in the number of shares outstanding. Seems as if this would be an area that the SEC would be interested in or am I missing something.

I have noticed it as well, but in most cases, I thought the companies did not show a decrease in outstanding (fully diluted) shares.
