This is implausible. No gun manufacturer in America would build a gun intentionally for criminal use. Criminals are lousy customers - there would be no money in it and the legal ramifications (criminal, not civil) would be a big fat dealbreaker.

I don't see how it is helpful to tell people who live in the USA that people in other parts of the world don't use guns. The handgun is part of the U.S. culture, and so are rifles and shotguns. They are used for many lawful purposes. At least you seem to recognize that. My grandmother who lived out in the country kept a double-barrelled shotgun in her closet. The first barrel was filled with rock salt. It was a warning shot. The second barrel was filled with buckshot.

She never had to use the gun on a person, although she did on occasion shoot varmints with the rock salt. Where she lived, if she had to wait for the police to protect her, she would have been dead.

I used to be opposed to guns myself, but I bought a handgun after a friend of mine had a stranger try to break down her front door. She called first the police, and then, when the guy kept coming, her father, who got there before the police did, carrying a handgun, and chased the guy away. I told my dad about it, and he helped me pick one out. It would probably count as a "Saturday night special," but it is fairly accurate for target practice.
