Does that mean the US bull market will march to higher levels ?

I keep reading about the Japanese March 31 year end. I thought one reason for Japanese to sell US treasuries and stocks/bonds is to repatriate Yen back to Japan to shore up their companies finances. Are these banks that need to maintain the 8% reserve or whatever ?
