I think the paper is quite clear.
The chip is powered at 2.5V.

They are just generating the 1.6V via a regulator to power the PLL.

Powering the whole chip internally makes no sense at all as it would cause too many power problems.

So at least the version they are talking about here seems to be the standard AMD 0.25 micron process.

Now we know there is a 0.22 and also a 0.18 micron process.

So who the hell knows what this all means.

But your conclusion regarding AMD process being ahead of Intels based on this article is not sustainable.
