Well any such official relationship with respect to these loans and the Government of Belize has been repudiated by both the previous government, the current government, and the Central Bank. The Central Bank even went so far as to issue a warning to the US Comptroller of the Currency, that Affordable Housing specifically is not qualified to make loans in Belize. However, these loans can be I suppose arranged for non-resident expatriates looking to return to live there. (Never mind that fully 10% of those currently in the US will need to return to the Affordable Housing development under way there to reach the 6000 homes claimed in those earlier press releases.)
