Absolutely correct, but the liberals still hated him for doing things like signing the welfare reform bill, the unions were mad over NAFTA, and the gay lobby was ticked off over his compromise on gays in the military. Blacks like him, but Jesse Jackson and some others feel he has done too much to accommodate conservatives. The main left- wing constituency that is pretty solidly happy with his performance are the feminists, and then he puts them on the spot with his personal life (a NOW chapter in Reston actually seceded over this). Thus, it is a matter of some amusement to see them all flock to his aid on this occasion. And he owes them, which may reinforce his impulses to make his mark through big initiatives. However, I don't think he has any real clout in Congress. In fact, I think he is one of the worst politicians I have ever seen, with the noteworthy exception of his famous "campaign mode". Only a jerk would have led with his chin on gays in the military, and the health- care fiasco was not only a policy failure, but a political debacle of massive proportions. He has never accomplished anything of great significance legislatively, and I see no reason for him to start now.

Seeing this as simply economic liberalism is too narrow. As a liberal, myself, the respect I have for Clinton comes from his civil-liberty battles. That he broke the momentum of the Conservative Revolution, including fiscal, is a plus. But the battle for liberals is also against Law&Order, the One Religion movement, the Power of money, priveledge, corporations vs. individuals.... This issue is surely his forte, and to allow him to lose here, more than discounts this area of liberalism.
