The issue is technology - and investment.

AMD's technology is not keeping pace with Intel's - rendering it a poorer choice for investment.

As for 2.3 volts - it will generate MORE heat from itself and the power supply that delivers the voltage, and it will be operating closer to the breakdown voltages of the oxides.

Hence, it represents a reliability issue.
