I think Clinton was put in a catch 22 situation and that is what most American's seem to appreciate. He was put in a legal vs. political bind and he compromised the legal to deal with the political. That is why he didn't get impeached; along with the fact that it all blew up in the Republican's face and they lost seats instead of having gained seats in the election. They were getting killed by this impeachment tar baby and they chose political over legal when they aborted the tar baby. Lott did more than anyone to end the thing quickly based on politics; not legalities.
