Zeev,

Paying royalties may help cut development costs, but it doesn't give you any competitive advantage. In this case, the tiniest DRAM manufacturer can get the advantages of the RDRAM technology without having to pay nearly the same amount of money (in absolute dollars) that the Samsung's and LG's pay. I believe that's why they're complaining.
