Assuming a population of 250M 40% = 100M. Not sure what Bill is worth, (today), but let's say $50B. 50,000M / 100M = $500 of net worth for every man, woman and child in this 40%. If Bill is worth 60B or 70B, the numbers change to $600 and $700 respectively.

I'm no apologist for Bill but this 40% figure can't be right can it?

NO. You are right. We could and should do a lot better. I'm no apologist for Bill Gates, but spreading around his wealth is no solution.

By giving everyone in the lowest 40% of society a one time $600/$700 dollars to spend is no solution to anything.

As long as Bill Gates is not consuming outlandishly, and if he leaves his fortune to a public trust of some kind, as he has promised, his wealth is not meaningful. It is paper wealth, in effect, where Bill Gates has full authority to manage. Better him, than some silver tongued politician.
