The trick is the open. Each night, after the close of stock trading, the futures keep trading for another half hour. If there is a selloff in the futures at that time then you can have a situation in which Globex could be in positive range and still be in program sell range at the open. The reason being that stocks were not able to be sold off the night before and do so at the open.

The site I gave you is just one set of numbers, but should give you a good idea.
