I am not sure that from a strict grammatical sense that your statement that the public 'you may consider that lies under oath IS Perjury in this case' isn't definitive.

Regardless, it goes to show you that, to second Mortimer Adler, words and how they are used are very important. This is especially true in the legal context...a fact that Clinton was well aware of when he lied under oath.

As for the public polls you speak of, I cannot imagine that people are interested in, not to mention capable of, understanding the subtle nature of the point I tried (in vain?) to make.
