ET&T, DoE, Tava Tech, E-source Inc forge pact NEW DELHI, August 3 : ET&T Corporation and department of electronics (DoE) have entered into a tieup with Tava Technologies and US-based E-source Inc, for addressing a special aspect of the Y2K problem in the 'embedded system'.expressindia.com To institute procedures for e-commerce, electronic delivery of Government services DoE gets a move on with e-governance Sudeshna Banerjee New Delhi In the first concrete initiative towards electronic governance, the Department of Electronics (DoE) has proposed a formal plan to institute procedures for it. The Department plans to put in place a 'simple, moral, accountable, responsive and a transparent' governance procedure. It plans to start working on the first phase of this initiative by March this year. The DoE plans to introduce electronic governance with investments of about Rs 15 crore, for which a separate budget head has been formed. Modelled after electronic governance mechanisms implemented effectively in other countries like the UK, new mechanisms will be set for India too. The Department will make amendments in regulations, and the Central and State Acts to start IT and Web- enabled citizen services effectively. The DoE is considering inviting consultants to offer their services in formulating strategies for e-governance. Other issues that would be addressed are issuing and managing of digital signatures and smart cards. DoE will also establish Industry Consultative Committees (ICC), Citizen Consultative Committees (CCC), and Ministries Consultative Committees (MCC) to discuss strategies. The Department is planning to bring 25 percent of Government dealings and services under e-governance mechanisms. The targeted services would be delivered electronically through computer telecom and TV networks. "Judging by the pace of development in the convergence of technologies, it will soon be possible to broadcast data on TV sets, for wider reach," DoE sources said. The plan is to develop the institution of nodal offices within DoE and other departments in the Government and collect resources from all the departments and ministries. A database of information from these departments will also be compiled. "We need to identify the important functional areas in every ministry so that we can use the information for storing in the databases," said sources. DoE plans to set up effective datawarehousing measures in every ministry. Additionally, it will develop pilot projects on applications that are not currently available within the Department. All this, in the quest for creating a paperless, and smart governance. This is inclusive of plans to facilitate seamless transfer of information between ministry offices. The next stage would involve effective use of similar techniques on the state level and address privacy concerns for protection of data. "We need to encourage the Central Government, as well as State Governments, to link and develop already existing databases," the sources said. The National Task Force on Information Technology has already recommended formulating procedures for e- governance. These proposals have already got the approval of the Cabinet Committee. The High Powered Committee on improving the efficiency of the Government had also suggested the same earlier. expressindia.com
